2025年6月23日，由福田區(qū)司法局指導，福田區(qū)律工委涉外商事法律研究中心主辦，北京中銀（深圳）律師事務(wù)所國際業(yè)務(wù)專業(yè)委員會承辦的“中國企業(yè)赴美投資實務(wù)與反外國制裁應(yīng)對策略”專題講座成功舉行。
本次活動聚焦當前國際經(jīng)貿(mào)環(huán)境下的熱點與難點問題，特邀美中華商投資發(fā)展總會會長、美中經(jīng)濟文化協(xié)會董事長、美國三角會計師事務(wù)所總裁牛志文（Steve Niu），盛唐律師事務(wù)所管理合伙人、高級律師雷正卿以及廣東卓建律師事務(wù)所合伙人王娟擔任主講嘉賓。深圳市福田區(qū)司法局二級調(diào)研員羅展出席并講話。北京中銀（深圳）律師事務(wù)所管委會主任孫春橋致歡迎辭。律工委涉外商事法律研究中心、北京中銀（深圳）律師事務(wù)所權(quán)益合伙人譚岳奇擔任主持人。
三位專家圍繞核心議題展開深度解析。牛志文先生深入淺出，剖析了特朗普關(guān)稅政策及中國企業(yè)出海美國的現(xiàn)實挑戰(zhàn)與策略，他指出雖然現(xiàn)在的中國企業(yè)是在夾縫中求生存，但是要善于發(fā)現(xiàn)夾縫中的機遇以及不斷變化的政策。
雷正卿律師結(jié)合實踐，解讀了備受關(guān)注的中國反制裁（阻斷）訴訟第一案，雖然《反外國制裁法》的運用尚處于初期階段，但也是中國企業(yè)出海的利器，為企業(yè)出海面對外國制裁保駕護航。
王娟律師則通過具體案例，深入探討了國際仲裁中中國法律專家證人制度的運作與價值。在涉外爭議解決中，要充分發(fā)揮專家證人的作用，為中國當事人維護合法權(quán)益。
本次講座旨在為中國企業(yè)“走出去”，特別是赴美投資提供前沿法律實務(wù)指引和風險防范策略，助力企業(yè)在復雜國際形勢與外國制裁壓力下穩(wěn)健發(fā)展，提升合規(guī)經(jīng)營與權(quán)益保障能力。北京中銀（深圳）律師事務(wù)所聚焦企業(yè)出海，旨在為更多企業(yè)提供“走出去”過程中的法律保障。
On June 23, 2025, the special lecture entitled “Practical Guidance for Chinese Enterprises Investing in the US and Anti-Foreign Sanctions” was successfully held. The event was guided by the Futian District Justice Bureau, organized by the Foreign-Related Commercial Legal Research Center of the Futian District Lawyers Working Committee, and sponsored by the International Business Professional Committee of Beijing Zhongyin (Shenzhen) Law Firm.
The event focused on current hot topics and complex challenges within the international economic and trade landscape. Distinguished speakers included: Steve Niu, President of the America China Merchants Investment Development Association, Chairman of the US-China Economic and Cultural Association, and CEO of American Triangle CPA Firm; Lei Zhengqing, Managing Partner and Senior Lawyer of Shengtang Law Firm; Wang Juan, Partner of Guangdong Zhuojian Law Firm. Luo Zhan, Second-Level Researcher of the Futian District Justice Bureau, attended and delivered remarks. Sun Chunqiao, Director of the Management Committee of Beijing Zhongyin (Shenzhen) Law Firm, gave the welcome address. The event was moderated by Tan Yueqi(Vincent), Head of the Foreign-Related Commercial Legal Research Center of the Lawyers Working Committee and Equity Partner at Beijing Zhongyin (Shenzhen) Law Firm.
The three experts delivered in-depth speeches on the core topics. Steve Niu provided accessible insights into "Trump’s Tariff Policies and the Real-World Challenges and Strategies for Chinese Enterprises Expanding into the U.S." He noted that while Chinese companies currently navigate challenges in a constrained environment, they must adeptly identify opportunities within these constraints and adapt to evolving policies.
Lei Zhengqing interpreted the high-profile "First Case of China’s Anti-Sanctions Litigation" through practical examples. He emphasized that although the application of the Anti-Foreign Sanctions Law is still in its early stages, it serves as a crucial tool to safeguard enterprises against foreign sanctions during overseas exploration.
Wang Juan explored the operation and value of China’s expert witness system in international arbitration via concrete cases. She highlighted the imperative to leverage expert witnesses effectively in cross-border dispute resolution, defending Chinese enterprises’ legal rights and interests..
The lecture aimed to provide cutting-edge legal practice guidance and risk mitigation strategies for Chinese enterprises “going global”, particularly those investing in the United States. It sought to empower businesses to achieve steady growth amid complex global dynamics and pressure from foreign sanctions, while enhancing their capabilities in compliance operations and rights protection. Beijing Zhongyin (Shenzhen) Law Firm, with its focus on supporting corporate expansion overseas, strives to deliver comprehensive legal safeguards for enterprises throughout their “going global” journey.
